Kogi State Government Mandates Tax Clearance for School Admissions

The Kogi State Government has announced that parents must present a Tax Clearance Certificate (TCC) as a mandatory requirement for their children’s admission into tertiary institutions in the state.

Mr. Sule Enehe, Chairman of the Kogi State Internal Revenue Service, revealed this policy during a media briefing in Lokoja. He explained that the initiative, introduced two years ago at Prince Abubakar Audu University, Ayingba, and Federal University, Lokoja, aims to boost the state’s revenue.

The policy has sparked debates, with public and civil society organizations expressing concerns. Some activists have even threatened to challenge the mandate in court, labeling it counterproductive.

However, Mr. Enehe defended the government’s decision, emphasizing its legality and good intentions.

“The decision of the Kogi government to compel students to present parents’ TCC at the point of registration is with good intention and in accordance with the law,” he said.

He cited Section 24(f) of the Nigerian Constitution, which obligates citizens to declare their income and pay taxes, and Section 96 of the Personal Income Tax Act, which prescribes penalties for tax defaulters.

Enehe expressed surprise at the recent backlash, noting that the policy had been publicized through circulars, radio, and television announcements over the past two years.

“A circular was issued to that effect, followed by jingles and various announcements on both radio and television stations, to sensitise the public,” he said.

He also highlighted the financial strain on the state government, which manages three universities alongside other tertiary institutions, as a key reason for enforcing this policy.

Enehe concluded by reassuring the public of the government’s commitment to better communication about the policy and its benefits.

“We hope to do more in sensitising the public on this policy. It is for the good of the people and crucial to the progress of the state,” he added.

This policy underscores the government’s push to increase tax compliance while addressing the funding challenges faced by state institutions.
